For the last year, Rafael Garcia, who qualifies for tens of thousands in assistance through Medicaid, has gone completely without the home-care nurses and physical therapists he needs. The home-health agencies say they don’t have the staff to provide for him, but it’s starting to look more like retribution for his mother’s whistleblowing.
