As Senate Prepares to Convene, Uncertainty Over Obama’s Seat

New York Times, By SHARON OTTERMAN Published: January 4, 2009 Senate Majority Leader Harry Reid said on Sunday that he would leave the door open to negotiations to seat Roland W. Burris, who was chosen last week by the embattled Illinois Gov. Rod R. Blagojevich to fill the Senate spot of President-elect Barack Obama. But Mr. Reid said the Senate has the legal authority to bar Mr. Burris and called on the governor, who is facing federal corruption charges, to do the “the right thing and step down.”

Helicopters filled with armed commandos swooped over downtown in a training exercise earlier this summer. A warehouse was converted into a temporary jail with chain-link fences and signs threatening the use of electric stun devices. Travel agents sold getaway packages to locals, with one company imploring residents to ‘escape town while you still can.’
